Ottawa launches $1.75-billion growth-capital push for Canadian innovators
The federal plan combines a $1-billion venture capital catalyst initiative with $750 million targeting early and later-stage financing gaps.
The federal government is offering new capital-market support intended to help Canadian technology companies grow without relocating abroad. Industry Minister Mélanie Joly announced a $1.75-billion package in Toronto on October 22, covering a venture-capital catalyst program and a separate strategy for young and expanding firms.
The $1-billion Growth Venture Capital Catalyst Initiative is divided into three streams: $700 million for funds of funds, $200 million focused on life-sciences investment and $100 million for emerging fund managers. Ottawa says these investments are designed to draw in pension plans, institutions and other private partners rather than act as grants for every business that applies.
A second strategy allocates $750 million across two company-growth stages. Its smaller $75-million stream targets pre-seed and seed funding, while $675 million is directed to later and growth-stage investment. Officials say the aim is to close financing gaps at points where Canadian firms can struggle to obtain funding and become targets for foreign acquisition or relocation.
Expressions of interest for the fund-of-funds stream are open, with a January 21, 2027 deadline. The announced amounts are program envelopes; private capital will depend on investment decisions, eligibility and market conditions. For founders and investors, the key questions are which managers are selected, what terms they offer, and whether this creates financing options beyond Canada’s established technology centres. Investors should also examine how performance, oversight and public reporting are handled once those funds begin operating.
